Mr. Phelps was a Baptist. He was a member of the Unicoi Masonic Lodge No. 681 F&AM.
Other than his parents, he was preceded in death by his brother, Phillip Phelps in 2002.
Survivors include his devoted wife of 44 years, Theresa McKeehan Phelps; one son, Ramon E. “Gene” Phelps III and wife Susan, Waveland, Miss.; two daughters, Kimberly Michelle Enfinger, Molino, Fla., and Dianna “Rustian” Phelps, Pensacola, Fla.; one brother, William “Bill” Phelps and wife Matalyn, Pensacola, Fla.; and one sister, Phyllis Kercher, Cantonment, Fla.; six grandchildren; one great-grandchild; and two nephews.
Committal services at Patton Simmons Cemetery, where Masonic rites were administered, followed visitation services Saturday, Feb. 25, from noon-1 p.m. at the Robert Ledford Funeral Home Chapel. The Washington County Regiment of the North Carolina Militia, commanded by Col. Bobby McCroskey, served as pallbearers.
